In 1994 Audex Pte Ltd (Audex) was established as a joint venture company between Chiyoda Singapore and Plant Engineering Construction Pte Ltd to service the local oil and gas, and petrochemical industries. In mid-2011, the company became a wholly owned subsidiary of PEC Ltd.

Audex has since evolved into a multi-discipline international company, executing major engineering, procurement and construction (EPC) projects for both national and international oil and gas companies and terminal operators in Singapore, as well as overseas. Over the years, Audex has grown and secured several multi-million dollar EPC contracts in Singapore, the Middle East, Indonesia, Malaysia and the Netherlands.

Describing the company’s structure, Mr. Wan Kok Chang, managing director, Audex Pte Ltd, notes how having an established parent company has been key to its rapid expansion: “PEC has a strong financial position and this is very beneficial for us when we look to undertake much larger projects. We are able to expand our business activities in other regions through PEC’s network of contacts. PEC also has a wide range of capabilities provided by its subsidiaries to generate B2B work within the PEC Group of companies.”

Offering diverse capabilities and unique strengths
Today, Audex’s core business is centred on the provision of integrated engineering, procurement, construction and commissioning (EPCC) services for storage facilities in the oil and chemical industries. It has gained a reputation for providing high-end engineering solutions, prompt delivery, competitive pricing and unrivalled customer service.

Audex is able to offer seamless integration between individual disciplines to ensure successful project delivery, but is flexible enough to provide purely procurement or construction or project management services depending on what customers need. Delivery of projects is facilitated by Audex’s in-house engineering expertise in a diverse range of disciplines, which includes process, civil, mechanical, piping, electrical and instrumentation, and tankage capabilities. This enables Audex to fully support customers’ needs, offering conceptual, front-end engineering and detailed design at the very start of a project through the use of state-of-the-art engineering software.

Growing a global footprint through world-class projects
In November 2011, Audex began work on a major EPCC contract for the construction of 11 chemical storage tanks, and the provision of associated piping, equipment, controls and instrumentation in Singapore. The SGD70 million project is to be completed by the end of 2012. Sharing his thoughts on what made Audex stand out during the project tender, Wan Kok says: “We have an experienced management team and dedicated staff of engineering personnel to expedite delivery of these works. We can also provide a one-stop shop, offering services that range from project feasibility studies to construction and final commissioning services, which is a major advantage for the customer.”

As one of the leading homegrown engineering service providers in Singapore, Audex benefits from a high-profile track record of successfully completed projects across the petroleum, chemical and petrochemical spectrum. They include EPC works for the Fujairah Refinery Co. Ltd to expand storage capacity at its refinery in Fujairah in the UAE. Successful delivery of this project in 2009 has enabled Audex to showcase its EPCC capabilities in the Middle East, and helped it win other major EPC contracts and build up a key client base in the UAE. As a result, the company has since established a 30,000 square metre fabrication yard in Fujairah to support fabrication work for projects in the Middle East and Europe.

Recent triumphs for the company include a landmark contract involving a world-class terminal facility at Tanjung Bin in Johor, Malaysia. The project – where Audex provided EPC works for the construction of an 841,000 cubic metre oil terminal to store fuel oil and distillates – has boosted the company’s exceptional track record in this segment and will open up further opportunities in the oil and gas sector. In Europe, Audex set another milestone when its joint venture with Verwater B.V. clinched a major contract there, to construct a state-of-the-art 465,000 cubic metre tank terminal at the port of Rotterdam in the Netherlands.

Beyond EPCC, Audex concentrates on a further two business segments – project management consultancy (PMC), and industrial products and services. Drawing on its expertise, Audex is able to offer effective project management, helping clients to plan, schedule and control every aspect of plant construction in ways designed to meet time, cost and performance targets, without compromising on quality and safety standards.

Tapping growth in new markets
Audex’s strong and long-standing commitment to the oil and gas and petrochemical industries means that it can ably assess developments in global markets and position the company so that it can react quickly to the changing landscape. “In the Asia region, we are confident that oil/gas activities are likely to expand over the next five to ten years in countries such as Indonesia, China, Vietnam and Myanmar, in line with their domestic requirements. We will continue to build up our core business as an oil storage terminal specialist known for providing a one-stop shop for customers, offering services from feasibility design to EPC to maintenance,” concludes Wan Kok.
