Why a new manufacturing and calibration facility in the UAE is set to drive growth for OGS in the MENA region 

For more than 30 years, Oil & Gas Systems Ltd (OGS) has specialized in providing high-quality, bespoke engineered metering and process systems for the oil, gas, and power industries. With a reputation for unparalleled quality and service, OGS is involved in all stages of project execution, including initial design, detailed process design, mechanical and electrical design, control and instrumentation, manufacturing, testing, packing, and shipping, as well as site erection and a commissioning service if required. 

As its customer base predominantly constitutes engineering, procurement, and construction (EPC) companies, gas turbine producers, and major international operators in the oil, gas, and power markets, OGS is renowned for delivering highly technical solutions for critical applications. Its solutions are often designed to be installed within confined spaces, particularly those for offshore applications, which require a high level of reliability. 

OGS’ sister company, Oil & Gas Measurement (OGM), specializes in manufacturing custody transfer’s ultrasonic liquid flow meters, Helical Turbine Flow (HTF) meters, and sampling systems. However, the group’s latest development is the emergence of Oil & Gas Systems International (OGSI), which is headquartered in a brand-new, strategically located facility in Dubai, United Arab Emirates (UAE). 

To learn more about this latest business venture, we speak with Mario Toro, Sales Director at OGM, and Rami Helal, Regional Director at OGS. “We have a proven track record of success in providing hydrocarbon analysis and flow metering to major global operators, offering a wide range of products and turnkey systems for liquid and gas streams,” Mario opens.

“We specialize in fiscal metering, custody transfer, and on-line and off-line analysis, as well as providing sampling equipment like pneumatic and electrical cell samplers, sample receivers, and weight scales. As one of the first systems integrators to achieve ISO 9001 approval in 1992, we have continuously developed our approach to design, procurement, project management, assembly, test, and supply of packaged equipment.” 

Mario is keen to tell Energy, Oil & Gas about the company’s significant investment in the Middle East and North Africa (MENA) region. “We’re entering the MENA region with the construction of a state-of-the-art manufacturing and calibration facility for OGSI,” he confirms. “Spanning an impressive 21,000 square meters, the facility in the UAE will not only boost local economies, but also bring strategic capabilities closer to the heart of the region’s oil and gas operations. 

“The new facility will be the first commercial calibration facility for liquid flow meters in the Gulf Cooperation Council for the Arab States of the Gulf (GCC), which is made up of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and UAE. The process uses hydrocarbon liquids to address the critical calibration gap in regional infrastructure for oil and gas companies. With only two calibration facilities in the West, one in France and another in the Netherlands, the new site eliminates the need for companies to send equipment to Europe, providing convenient and cost-effective services that save time, resources, and emissions.” 

Industry events 

Although the site is in the UAE, its impact will resonate throughout the MENA region, aligning with various in-country value programs established by several countries in the area. “By contributing to local jobs and stimulating demand for a range of goods and services, the facility will contribute to economic diversification across the region,” Mario says. “As part of our commitment to knowledge sharing, we will provide development opportunities to local people, creating a skilled workforce to support future growth. Lastly, it will also strengthen the resilience of regional supply chains, reducing dependence on imports and ensuring greater operational continuity. 

“As a regional hub for OGS, this investment enables us to manufacture a wide range of products in the MENA region and our local presence will ensure faster response times, improved customer service, and greater flexibility to meet client requirements. We’re confident in the region’s long-term potential, and we see the new facility as a strategic advantage for both OGSI and the countries we serve.” 

As the business prepares to launch OGSI and its new facility, Mario shares his plans for an exciting launch. “We’re proud to be attending the ADIPEC Exhibition again this year,” he reveals, “We invite our suppliers, customers, and all interested parties to visit us at the event, where we’ll be celebrating the launch of OGSI.” 

In addition to ADIPEC, running from the 4th to the 7th of November, in Abu Dhabi, where industry leaders will discuss the future of energy, OGS is also participating in the Custody Transfer Measurement Conference (CTMC) on the 7th to the 8th of November, also in Abu Dhabi. CTMC is a premier platform for the custody transfer and flow measurement industry, providing valuable opportunities for stakeholders to engage in knowledge sharing and discuss the latest techniques and trends. These key events will further solidify the company’s presence in the region and emphasize its role in fiscal, custody, and metrology industry. 

With our conversation ending, Rami shares an overview of why OGS is adapting some of its services in line with the global energy transition. “As the globe shifts to using greener forms of energy, our focus is also shifting to different types of packaged solutions,” he elaborates. “While we have been providing measurement and process systems within the traditional liquid and gaseous hydrocarbon industry for more than three decades, we are now looking to implement this experience and expertise in measurement of hydrogen and CO₂. 

Strategic investment 

“We are actively involved in several hydrogen projects both in the UK and in Europe, including proposed plants in the Northeast and Northwest of England,” Rami explains. “We are also involved in CCUS projects within the industrial clusters, which focus on capture, transportation, and storage in depleted oil and gas reservoirs offshore such as Teesside and Humber. All these projects will require metering packages to fiscal standard, and we are also looking to complement our product portfolio with new products currently being developed by our extensive research and development company.” 

With strategic investment in the MENA region, OGS is sure to continue its current trajectory of successful growth. “2025 will see business increase dramatically as the calibration loop becomes functional,” Mario concludes. “The new site will decrease our cost base by bringing calibration in-house and will positively impact our delivery and logistics processes. Once the site is running effectively, we plan to open the service to third parties to further accelerate our growth in the field of calibration.”
